On the debate...

Treaty critics may also move the goal posts during the debate.  They will have to, when the treaty does not limit missile defenses, does not accept Russia's opening position on delivery vehicle limits, and does not limit conventional PGS (mostly because we won't have these until late in the treaty term). These are at the top of the list of complaints, but they won't stick.  And there will be a modernization program.  Critics will need something new to complain about; right now it seems that Russia's "withdrawal letter" may be on the list, but that will be short lived when they realize, oops, we like withdrawal clauses, and we use them.

Its a learning process. Everyone is still looking for an argument that will stick.  They may find real ones when the treaty comes out.  Or not.
