Going forward

I feel legal, tax, and bureaucratic issues are easy to overcome given the political will. It is mustering that will that is difficult. However, today a growing percentage of Russian and U.S. political elite favor collaboration, and the chances are better than they had been for a very long time. If the “reset” of the U.S.-Russian relations continues, there is no reason why the two countries would fail to replicate the U.S. State Department cooperation procedures and licenses that were used for collaborations with NATO, Japan, Israel, Taiwan and China. The U.S.-European Medium Extended Air Defense System is one possible cooperation model to consider following.
